Number 20ยบ of 2h axes is not Earthsplit, is T2 SC weapon ( 20/19rr ) Titan's Giantsplitter of Devotion
Also Earthsplit is T4 ( Unmasking the Enemy - High Elves ) not T3 epic, look is this one

Yeah IIRC that was one of the higher RR hammers from live. My buddy has a bunch of videos of him solo roaming as an IB on live and he uses that skin in a couple

It could be the owner's personal rune but it is very similar to some other runes.
If it were flipped upside down: Magic rune of fury or non-magic rune for wise/bearded.
If it were rotated 180 degrees: Magic rune of warding.
