Unless I'm wrong, those two tactics only affect healing cast on you by others, not self-healing (pots, hp per sec, personal auras etc.).
I'm not sure either for healing proc auras like the one from a Warrior Priest ; by experience those kind of healing bonuses only apply to direct healing and HoT, never on procs/regens.
