I don't understand the benefit of this tactic. I must be missing something, It doesn't reduce the cooldown of Balance Essence and heals less for the defensive target. Could someone explain why would one take this, instead of using Balanced Essence as it normally is?

It's more for Energy of Vaul. It basically has no effect on Balance Essence. I pointed this out in this bugtracker entry https://github.com/WarEmu/WarBugs/issues/14516

For Energy of Vaul, it makes it hit harder and allows it to crit (EoV will not crit unless you have this tactic slotted). If you can hit hard enough, it has the potential to heal for more, but that would involve you hitting every target, their resists being somewhat low (possibly after a storm of cronos or debuffs from a kotbs or SM) and critting on 1+ targets.

You can also bolster the amount of healing it does (to a single target) by combining it with the Arcing Power tactic.

Energy of Vaul is a 14 class-point investment by a player just to get. Is the fact that this ability can only crit whey you spend another point in that tree as well as give up a tactic slot for Pen Siph considered working as intended by the development team? Is there any precedence for this? Any other 14 point spec abilities that cannot crit unless you spend the 15th point and give up a tactic slot?

The whole ability should be revamped (and probably the tactic, as well), since it was set this way to accommodate mechanic changes that are no longer in game.
