Cant post in proposals?

IF YOU USE tHIS --> " -" in row 2 tiems it dont let you post for exemple --

No, but we ban those who don't follow the rules.

so , some people can post in regular discussion , but cannot post in balance proposal , because you devs decided that they are not following "THE RULES" , or you are talking about the kind of "BANS" you give to anybody ( like the 1 week bans) who dare to defy you ?

Some people can't help but post trash, and thus lose their rights to post at all. Good example here for someone who has had plenty of chances to stop posting trash on our forums.
