faction and leveling question

Hello,
iam new here since i last play war (on ea/mythic servers) i forget a lot about the game. So i have probably 2 most important questions at start.

1) what is the best way to leveling here?

2) how looks "balance" between factions here?

1) Does best mean "speed" or "fun"?

2) Balance is quite stable, if one side loses a lot, many people crossrealm and login onto their chars for the other faction, therefore assuring the victory for the winning side.

- fun way but probably i know the answer here is stay at rvr and scenarios

Fastest one: farm mobs non-stop from 1 to 40.

Fun way: scenarios, public quests, RvR etc.

If you are going to power-level with someone else through PQs check my lists below
So you wont spent time searching which PQs can be farmed and which not.
I suggest you to farm higher level mobs though from T4.

one more question. If i will do only scenarios and rvr playing for example 3-4h per day. +/- when i reach 40? in month, two?

It depends on the W/L ratio.
