Conqueror gear question

I've asked in /ad but not getting a clear answer or people just don't understand the question. Do ALL conqueror pieces come from the keepbags, or are there conqueror pieces that DON'T drop and which you HAVE to buy?

You buy the conqueror set with the conq medallion drops from rvr, if you are lucky you can win zone capture gold bag which contains them also
