To make permanently Shout work cross realm since shout of all options is the only one to have a 5 sec icd to prevent spam.

How is the NA population doing these days btw? is it so quite on there that you need to read enemy realm's chat for the game to feel alive for you?

I love when people suggest to bring back things that obviously failed. It's a prove that you can't trust other person memory nor intentions.
