ToK requirements to equip Sov/Warlord?

Hiya, as subject says - what ToK is required to equip Warlord and Sov gear?
For invader i can't purchase the jewel without having the ToK unlock "the Invader" - is it a similar situation here, but locking the equip rather than the buy?
