I'm sorry, I don't understand. How do you make EoS proc the second shield without activating EoS and thereby triggering the ability's cooldown? I must be missing something obvious

We may be able to add a second ability modifier when this tactic is slotted to proc an absorb bubble when EoS expires. They're not the same ability, but it's a similar enough in function that it's reasonable to be included in the tactic.

You of course would be using EoS during the fight to disengage and re-engage, double procing ailment with the benefit of a shield after the proc now. I don't think there is much more to explain. Talk to me offline if you want to discuss, no need to clog forums.
