I'm guessing it's "you will be able to claim it today... after the patch drops". I haven't seen a patch yet, so we gotta wait on that.

What server time the event starts? Also I get it right everyone who stream affiliated or not can drop thinks?

Streamer needs to make sure drops are enabled via Twitch dashboard. Otherwise yes should be eligible.
