Talisman Fragments?

Greetings All!

I recently hit level 40 for the first time. I've been farming T4 PQs (Order) for talisman fragments. And I'm wondering where in the heck the fragments that make OTHER things besides Strength, Intelligence, Willpower, Armor, and Ballistic skill might be?

I mean, where's Toughness and Initiative? Oh, I know there are some on the Craft Vendor available for... I think it's Officer coins.
But there MUST be some sort of places where these things naturally drop. Otherwise, the prices on their Talismans would be sky-high.

There are two gathering skills: Magical Salvaging and Scavenging. You may need Magical Salvaging to get the other fragments you need. Or check the Auction House.

Toughness/init/wounds/ws are salvaging only. From other hand, armor are scavenging only.
