Kill Quests

Kills are not being added to the kill quests in open RvR. I know there were some changes to the kills contribution and I am not sure if that what affected getting kills counted for the kill quests. I spend many hours these past few days on my newly leveled alt sham, many zone flips and fights, solo and in the wb and have yet to complete one kill quest. The only kill quests that got completed are the once that were tied to the scenarios. Is this something that can be adjusted? Or if not, can flight master's costs be decreased then please?
