The reason why it is low down on the tree is because it is an exhaust, so there is a payoff to using it, which is a big reduction to your damage.

I would still like to see some evidence of this mass Slayer damage which people think they are dying to, ie screenshots of combat log, I bet you in Keeps/Forts 95% of the time it isn't Slayers killing you or the Tanks.
