Is there any PVE scene?

Played this way back in the day when it was live and I was much younger, and am also a huge Warhammer fan.

Stumbled across this private server, and wanted to try to relive some of the past. I don't care for PVP too much, will definitely play a bit, but want to play through the campaign and any dungeons + raids. Is there any dungeons/raids in this game and do people actively run them?

This will be kinda bad news for you. You can experience campaign. All the races starting zones to lv 40 zones. Including dungeons. Right now game is changed a bit. Gunbad is lv 40 dungeon now and pve scene is somewhat alive. You probably wont find a lot of other people doing pq's that often but some does it. End game dungeons are done regularly if you are tank/healer you have easy time to get in those parties. Bad news part you will be alone at world when others will be doing orvr/sc. PVE is more active in terms of end game dungeons.

Setting aside how good (or not) pve is in this game, you have quite a lot of content for it, featuring campaign missions, dungeons (one of them is for characters 16+, others are usually done on 40), pqs and tome unlocks, and you can definitely do all of that. You'll however have issues with finding people for anything in T2 range (16-39), and most pqs have nobody interested most of the time (excluding the t4 ones). Also worth mentioning that last dungeons will probably require you to get at least decent renown rank before doing them, so you'll have to do some PvP. Lastly, while tok unlocks might be fun to look for, they are currently heavily WiP, with incorrect descriptions and half of them not being introduced to the game.
Generally be prepared to have little support from anyone including Devs, as basically all players are here to play pvp (I'm not saying Devs aren't improving pve content, only that it usually goes on the "to do later" list).
RoR doesnt deserve being taken seriously.
