Return of Reckoning

Hello. I struggle to find this shoulders skin.

Have you tried the quest "Vanity Is Its Own Reward"?

The quest was created to reward you with those non-set items that you see in the appearance guide, from belts to shoulders and whatnot.

Be warned, it is a VERY long and boring quest that might require other people to complete it with.
