[WP] Give Lifetaps the AM/Shaman treatment

While it's unfortunate that fixing the .ab ex mode changes aren't currently possible, it's understandable that there are limitations in what can and can't be done.

So instead of the more extensive changes, I propose that melee lifetap abilities (Sigmar's Radiance and Divine Assault) receive the same treatment that AM/Shaman lifetaps received. Separate the damage and healing portions, let them scale with strength, and be affected by heal debuffs as normal.

Given that DPS specs already run 2 tactics that combine for 40% less healing, and with the addition of heal debuffs further reducing the heal value, there shouldn't be too much change for individual survivability of strictly DPS focused melee healers.

There's still a lot of other issues to be worked out for melee healers, but if given this change it would go a long way toward making Grace spec viable.
