[BO] Mor' Hardcore

1. The 11-point Path of Da Toughest tactic "Mor' Hardcore" is lackluster and rarely taken.

2. While the tactic does have small uses as the only way a BO can punt a single target, the gain of this is near irrelevant in actual gameplay for the following example reasons;
-the punt is inferior to other destruction tanks single target punts,
-both abilities are now tied to punts, which limits their use and dishes out immunity,
-it costs a tactic slot plus a mastery point high in the tree
-it does not interrupt, see proposal viewtopic.php?f=95&t=24822 for details.
The BO is a very detailed class that has a lot of great tactics and gameplay associated it, especially with the changes that RoR has already made. This tactic is a clear hole, and does not provide an interesting spec point for the BO.

3. Propose a viable solution to the problem.
Change the tactic's effect into something else. Since the tactic affects a rarely used debuff ability, Right in da Jibblies, it would seem better to remain with the spirit of the tactic and still add an affect to Right in da Jibblies. Another debuff on the target would work, which fits in the BO style of giving different choices per stance rotation.
I propose to add a 10s debuff for 10% reduced chance to defend against attacks applied when Right in da Jibblies lands. this provides Destro a similar ability to the KOTBS "Staggering Impact" mastery ability. This would make the tactic have a purpose in some builds, which is what a mastery tactic should be. It also helps with the spell strike through issue, by providing Destro a way to debuff a target's defence chance, while requiring the destro player to invest in that type of ability.

The trade off for the increase in power of this tactic would be that you are using a mastery point and tactic slot to gain the bonus.You also need to land Right in da Jibblies for it to apply. Using the ability in the 2nd stance would mean that you are skipping snare in that rotation as well, adding a decision point which makes interesting and fun gameplay. I do not think it would be a go-to tactic, as it would have a cooldown and is only single target, unlike the KOTBS aoe version of the debuff. Finally, the tactic could no longer affect Ya Missed Me, which would keep the number of times you can apply it to a small amount.
