[Witch Hunter] Van Horstmann's Speculum

Problem:

For those not familiar with Witch Hunter's the relic's are extremely powerful short lived effects on a 1 minute cooldown. Or at least 2 of them are. The actual coolest one by far is completely redundant.

Van Horstmann's speculum (VHS now for brevity) is the holy relic that sits 5 points into the WH's judgement tree.

The confession trees 5 point holy relic shroud of magnus gives 100% disrupt for 7 seconds.

The Inquisition trees relic gives 50% armour ignore for 7 seconds.

Both extremely powerful albeit over 7 seconds for many reasons.

The judgement trees relic VHS gives 100 dmg to any incoming melee attacks for 7 seconds :| After mitigation it's essentially meaningless.

VHS easily has the coolest lore of the 3. The wizard Van Horstmein, who infamously turned to chaos and followed Tzeentch is said to have made these before his fall to darkness, ironically to help the soldiers of the empire who he thought could not stand against chaos unaided. Too cool and needs to be given some value again!

Van Horstmann's Speculum
25 Action Points - 5 ft range - Instant cast - 60s cooldown
A tiny enchanted mirror hung around your neck, this holy relic reduces your target's Strength, Toughness, and Weapon Skill by 75 for 10 seconds, and increases yours by the same amount. (Deals X Damage to Melee Attackers)

That's a significant buff for 10 seconds. Too much but in keeping with the power of the other relics.

I would suggest to keep VHS a melee damage reflection buff (the reflection aspect is very fluffy) but to make it powerful in line with the other 2 relics. It should be like a 7 second supercharged riposte dealing 500 spirit damage (being magical after all) back to any melee attacker.
