[IB] Oath of vengeance

PROBLEMS:
1-the tactic work as follow instead be a tactic type buff (therefore have tactic stacking rule) simple make the skill an area buff instead (note this mean the effect dont stack with any other toughness buff) so is like anyother group toughness buff in value but requrie a tactic slot.

2-per se the buff is not very much potent, same as chosen/kobs/sm/bo value but with no debuff component avaiable plus it require 1 tactic in a mastery basically ib can skip it even for rvr (can go with SV,AI,avlanche, rugged and be at ease with tri spec).

3-the tactic is dispersive, the buff work in 20 feet of the oathfriend which mean it can buff ppl out of group which can alredy benefith from other toughness buff or due limited radius none, or anyway miss party members.

4-on top of being very bad as buff per above it can also be shatter(is a blessing) compared to kobs/chosen/bo/sm toughness buff ( which they also revolve around debuff enemy at the same time).

ADDITIONAL PROBLEMS PARTIALY LINKED
5-per se the stone mastery dont have any peculiar skill that encourage you too spec deep into it.

6-destruction realm have on shammy a very strong toughness buff (2x value of the above tanks calues), order side miss a coutnerpart of it.

SOLUTION:

modify Oath of veneance
vengefull strike will now buff dobule the ammount and effect all other party member within 20 feet from you AND your oathfriend,(basically 2x 20 feet radius area of effect buff most likely to grab even the other tank or also the other dps while still keeping it hard to buff the whole group (aim target buff 3-4 ppl) as is for shammy version tough bit less as here there is also not a hot component as in shammy case).

ADDITIONAL CONSIDARATION/DISCLAIMER:
due shammy toughness potency it is placed on 11 pt , oath of veneange (7pt) could be considered to be swap with shield mastery (the currently 11pt) to hold the same spot height in mastery due the tooltip value. Regarding shield mastery being moved down to 7pt i assume there is no contr due BO having the 10% block tactic too but his version not requiring spec into while IB does so it can make sense to have it in that location instead 11 pt even if it does a bit of 5% dmg reduction (justified due requiring spec vs none).
