I would like to suggest nerfing the potency of Sigmar's Shield for DPS WPs.

What is the issue?

* Sigmar's Shield is an incredibly potent heal: it essentially acts as another Divine Assault, and can bring heavily-focused group members back to 100% health from 10% when used at the right moment. This can then be further augmented with a Divine Assault a second or two after (using Smite to build RF back up).

Why is this an issue?

* Wrath Priest has had a pretty significant damage increase (you can crit for 1.6k on the execute), and so, he should not be able to provide such a potent form of Sigmar's Shield when you factor in that he already has Divine Assault, Divine Strike & Sigmar's Grace (which heals you).
* A Wrath Priest, much like a Torture DoK, should first and foremost be taken into a group for damage: being able to provide pretty incredible offheals via Divine Assault and Sigmar's Shield is potentially a bit overkill, which is why the latter should be looked at somewhat - but only for DPS specs; we don't want unholy hybrids. Divine Assault needs to remain as it is because it is 100% mandatory for the DPS WP to have access to a reliable self-heal - given that he lacks the other escape tools/AoE detaunt core that 'real' MDPS have.

Proposed solutions

1) Sigmar's Shield's heal value is reduced by 50% when equipping a 2h (so it doesn't change at all for SnB/Book WP)
2) Sigmar's Shield will now have a 1-second ICD when equipping a 2h
3) Either 1 or 2 (reduced heal or 1-second ICD) - BUT if you purchase 11-pt Grace tactic, Grace of Sigmar, you will now have access to original Sigmar's Shield (with no weapon requirement). This might be preferable for hybrid 2h WPs, but it would also result in a nerf for Book WPs.
