Embrace the Winds is good in theory but never see's any usage in action. Lets face it, apart from maybe using it in PvE there is no real use for it. Even then, if you need a 15% heal increase just to survive in pve... you have bigger problems than just healing.
Tank career's are designed for group support. Tactic's placed this far up the mastery tree should represent that, specifically one's in "support" lines.
Why it's an issue:
There are a lot of "free"(core) tactic's that are lack luster but are still a better pick than a tier 3 speccable tactic.
A tactic that far up in a mastery tree should have a big incentive to actually consider / take it in a build.
While no tactic should be "mandatory" per say, tier 3 speccable one's should strive to be at least close to it.
Solution to the issue:
(1) Proposal: Leave Embrace the Winds on the spot it is now, mirror it to the knight's "Focused Mending" and tie it to the Discordant Instability aura.

(3) Proposal: Swap position with Tainted Wound, mirror it to "Focused Mending" and tie it to Discordant Fluctuation.
Personal thought's:
At this point I am not sure what limitations the project team face to actually implement changes and how they go about them. If they are possible to implement I am personally in favor of option (1).
While being tied to the resist aura it would be seen as an "over buff" by most but the placement of the tactic that far up in the tree should justify it being tied to an aura that is regularly used.
