The Issue

Upon hitting T2, newly rank 16 characters are now exposed to endgame and fighting against fully geared r40 players. There is a bolster to stats to try and level the playing field, but these players also see themselves without many/most class-defining abilities.

This hits classes like Warrior Priest and Disciple of Khaine especially hard. This is because they do not have access to their "bread and butter" heal until rank 20, Khaine's Embrace/Touch of the Divine. The healing abilities they do have until r20 are incredibly underwhelming. This generally gives low-level WP and DOKs 2 options: spec DPS for a few levels (r16-20), or be a really, really ineffective healer until r20. DPS is generally not a viable option as the characters will be undergeared and it is an extremely difficult play-style as it stands (with balance changes coming to DoK/WP with client control at some point).

Solution

Simply move the level that DoK and WP acquire Khaine's Embrace/Touch of the Divine to level 16.

This gives DoK/WP the ability to enter T4 with the classes primary healing ability, like all other healing classes. Prior to the merging of the tiers this may have been an issue because group heals were limited in T2. With T2 eliminated, there isn't a reason to withhold this from the class. This will smooth the very steep difficulty curve of entering T4 as a r16 DoK/WP without affected endgame balance of the class.

+ Ability isn't acquired until the class leaves T1, so doesn't imbalance anything there
+ Simple change that can be reverted when the DoK/WP Client Control overhaul is done
