1. Identify the issue: Choppa's Single Target damage output in a 2H Build is slightly too low, or easy to counter. Weaklin' Killa is the primary finisher for a 2H Choppa, but it can be defended against easily.
2. Explain why it's an issue: With an unreliable Parry/Block debuff (requires Parry/Block), untimely Parry/Blocks can severely gimp a 2H Choppa's Single Target damage potential. This is done by both a) Defending the Finishing Blow (Weaklin' Killa) and b) resetting the Choppa's Rage to 0, which causes the need the ramp back up again to deal sufficient damage. Slayer's have the capability of guaranteeing their attacks cannot be defended against, which allows for reliable damage.
3. Propose a viable solution to the problem: Make Weaklin' Killa undefendable. The skill is assumed to be hit anyways, when used, so this would not increase any damage output - only reliability. Additionally, with a 15 second Cooldown, it is not able to be used repetitively (only once, possibly twice, per fight) and as an executing Finishing Blow. This would increase the Choppa's ability to deal sufficient and reliable damage to single targets, without actually increasing the damage values. Additionally, it would put it more on par with Slayer's ability to not be defended against - despite being for only one attack with a long cooldown in only a 2H build.
Edit: 15 second cooldown, because updating builder/tooltip is impossible. In any case, cooldown is still adequate and proposal still stands.

Declining. With a 15s CD and tactics like Red goes Faster/Finish em Faster as well as Chop Fasta (both Choppa and BO versions), Weakling Killa is fine.
