[Global change] avoidance from stats fix

General:
Some month ago there has been 2 changes which brough us

1-dodge/disrupt workign on dots
2-stats like str,int,bal skill to have a cap of 75%(?) to the ammount of defense from stats (wep skill,ini,willp) which could be ingored (pre change and in live was 100%).

I dont enter in the merith of the first which dont have to do with the propoal, regard the second that was done correctly to fix a problem with the secondary effect of wep skill, ini and willpwoer which was basically always ignored and so if on paper doll was existing, substantialy in server calculation it wasn't (it was like 0.075%-something). After those patch cumulative effect we had an abbundance of raw defense values which jumped into the game while before got ingored 100% of the time plus these stats are now working on dots passively, this traslated in ini/willp being better than wep skill and willpower on healers (specifically) being better than ini/willp on all other classes.
Summurizing, the logic of the solution to fix the stats was correct, it was not assing the same cap value and leave the same contribution from defensive side for all stats.

Basically for every point
-in wep skill averange mitigation is equalf on all classes because is only front avoidance
-initiative mitigation is better than wep skill since is a 360 degree def check while parry is not
-willpower mitigation is better than wep skill since is a 360 degree check while parry is not and in addition on healers is better than other not healer class due core higher willpower (for free).

summary in power creep:
1-wep sklill
2-initiative/willpower
3-willpower specifically on healer classes

Problems:
1-generally speaking the logic behind the fix was totally right , it wasn't gave all stats the same cap and leave contribution of ini/willp 1-1 as wep skill because the arc of parry is not 360 degree as dodge /disrupt, plus

2-This gave healer way more defense that it was the aim of those fix as these classes get in game with a core willpower reserve which do not comport an investiment but is only a natural conseguenec of healing gear stats/class base value (which game is not balanced for pre those fix nd so it need a rebalance)


solution:
1- reduces proporionally the ammount of contribution that willpower and initiative give to dodge/disrupt as being working 360 degree thay perform averange on MORE hits than parry (exemple if parry arc is 180/360 of degree then ini and will need to give only 50% the value that wep skill give to parry because they will automatically work on double the hits and with no chance of skip a check by core emulato rules).

2-intelligence bypass cap need to get increase while str/ball skill remain the same which will tranaslate into more defense bypass than str and bal skill ( this is a direct counter to enemy willpower so it will only work on healers and guess who are those who stack willpower? only healer....(specific counter for a specific problem) and very few vs other class (basically 1/2% less disrupt).

Pro:
-will regularize ( but not standardize) all stats behaviour make em more equals across all classes
-will make possible future rework on stats like ini/willpower if dev want with out impact too much on the def side of em
-all class which do not invest in a stats will see reduced their defense from those stats and healers which get free willpower will have a higer counter.
-this 2 combined fix will also allow to keep follow the currently stats assignation for future gear with out unbalance the game further.

disclaimer:
-While this will translate of course in a nerf to dodge/disrupt on paper this is not true at all:
across all classes none stack initiative as the minumin ini needed to coutner a ini debuff is 250 since max ini debuff is 120 (let aside SW double debuff) and fromp130 and up initiative the % of crit you are suseptile to scale the same when you have more ini value. So cut the cotribution will not be a heavy nerf to dodge (like betwen 2% to 5% max)as the heavy value of dodge for all classes came from renown and hold the line which is pure % increase and so immune to reduction from bal skill.

-The same apply for willpower which is basically zero for all no healer classes under any debuff (or anyway is mediocre since no class exept healer will ever stack willpower, which they also dont do..... since is ineffective for increase heals and they came with a pretty core stack from gear and tactic ( if they want).

-I am not sure the parry radious is exatly 180 degree, whatever it is just make the difference between dodge/disrupt one and fix solution number one % according to it, it will still auto balance it.

-i think im not able to calculate how much the int cap should raise so i completly leave it to you; tough rought? instead 75% it should be 85-90%-ish
EDIT: i wanna retire this proposal, i see better options and this be out of spot after red some ppl conclusions in the new disrupt balance thread.
