[Magus/engi] dissolving mist and napalm granade

what i write here is from the point of view of and proposed for magus but the skill is a perfect mirror on engi and suffer from the same issues and could just fix togheter

PROBLEMS:
1-easy to counter due:
A-ground effect positional so you just have to move out)
B-plus high cd so cant be replace
2-high in mastery for something easy to counter for point 1
3-not really high dmg (probably not needed anyway still not shine for that as a single skill)

SOLUTIONS:
i would like to propose a cd reduction so that the skill can be repositionin easier, reduces the cd to 15 sec while leave the duration 30 sec.

Pro:
-this wont increase skill dmg becasue these skills dont stack with each other from other players as per tooltips description so it wont be any problem in bottle neck situation such keep fights, for exemple BW rain of fire or sorc coevalent DONT STACK aswell but the base dmg is definetly higher (3024 vs 1154 over 10 sec)so here there should be no problem lowering the CD as again this will NOT result in any dmg buff.
-it will make more viable change/grenadier which are still the masterys less viable of magus/engi atm
-it still involve a positional awareness to be used effectivly every 15-20 sec but enemy will have an harder life just moving outside and totally deny the skill.

Contr:
-not see any contr really...this is more a QoL change.

disclaimer:
the aim of the solution is made the skill viable in open maps while NOT buff its dmg in static/bottleneck situation.
it follow the general rework done to change/granadier that with cast on movement made the masterys more flexible, in fact here the suggestion is all about make the skill less a stone for the build and more flexible. In practise you can after 15 sec do anotehr dissolving mist for cover 2x the field aroud in strategic points or wait for enemy to re-position it faster anyway than with 30 sec delay.

On second thought, Torque doesn't want any engy/magus discussion since so much has been done for the classes already. Wait until client control (2 weeks)
