Bad RNG or buggy?

So I was grinding a 9+ PQ last night for Ruin gear with a couple friends. I opened 11 Massive bags, the items I got were:

6 Chest pieces
5 Shoulder pieces

Now, if this game were live, fully finished and working I would definitely say "wow, RNGesus hates me for sure" however, I'm just curious since I know I've heard of bags missing loot etc, is there any precedent for bags or even specific PQ's giving bags that get stuck on a bugged loot table?

LIke I said, probably just RNGesus REALLY hating me, but curious.

Just really bad rng. I got 7 bags of mayhem boots once...

That's the thing about RNG, someone has to have shitty luck, for anyone else to have good luck. It's not hand-made randomization code. Very standard formulaic RNG code used by an infinite number of other programs to select numbers at random.

Yeah I was pretty sure it was just RNG but just wanted to check, stranger things have happened in an alpha game I'm sure haha.
