I do have both war.exe and ror launcher in the same folder. Ran it as administrator, unchecked the read only box went to attribute the files, but it still gives me the systemIOfilenotfound. does this mean i have to delete the entire folder and download the game again?

Yeah its the Original War file. I opened it up in properties and says application is .exe

Well, download file we provided you, extract it, don't change name and put it in this folder.

Computers 101 - don't change name of files you didn't create.

Try right clicking War.exe > properties > uncheck read only > OK. See if that works.
