Time within a zone doesn't guarantee a good roll/guaranteed bag.

Your reward in this case was accumulated bonus for each bag you can see there in the screenshot.

I used up my Purple bag , I ported to Thunder Mountain
after the zone locked with my WB and waited by the mailbox

I played last nite about 12:30 am EST US time, on character Working and got a purple bag - I've had 4 sub capes and might finally get the staff. The bag did not show up and I've since received another white bag, so I guess the queue is flushed. There were 2 other players that got purple and said they didn't receive anything either.

You know there is an NPC that trades sub items, right?

You could change any of those 4 cloaks into a weapon. The vendor is located in IC/Altdorf.
