I though there was going to be discussion on how vanq is not that much of an upgrade compared to conq... guess Not.
PS: 93.5% of of players dont use full vanq set, it isnt that good. Instead they mix up sets.

conq/vanq/beast/sent/opp/dom are all really open to strong mixing sets, i wouldn't really set out to get any of the bonus's, The way sentinel is with a 4% crit talisman is automatic best in slot on any character(minus defensive tanks) so any build will have at least 2pc sent, id recommend the helmet for the added 2% crit.

Do the quest for the a stone near the crypts entrance on the stairs, quest giver is a WH. Then use that to buy a talisman from the guy in red near the smithy dwarf NPC by the AH.

I'm not a dev or stand in any contact with those but maybe because the actual goal is not to re-release the broken live garbage?

The game has a reasonable itemization in terms of statgrowth / powercreep for a mmo rpg where you invest playtime in characters for upgrades.

I think one of the first powercreepspikes was on live the upgrade route from rvr to fortress sets, with 3 rvr sets (annihilator, conq, vanq), powercreep is somewhat softer arguably unless fortress sets gets overtuned.
