Higher Lvl Char in tier 1 what am I missing?

Runnin RP currently Lvl 16 and get chickened when I enter Tier 1 Rvr zones

But I have seen higher lvl Char in same zones

What am I not understanding???

The "higher" leve chars are actually lower than lvl 15s cause they get a bolster to compensate their level and gear differences between them and lvl 15s, when you actually reahc level 16 you leave t1 rvr and go to t2-t4.
