maby all votes are vor iron breaker, because u can easely mistaken rock on field with ironbreaker or vice versa.

Yeah, except for an Aura that basically doubles the effectiveness of baseline resists, toughness buff aura (if they want it), tactics for reducing crit reduction and reduced armor pen (if they want it), flat damage reduction (Oppression) and/or increased disrupt chance (Reflection) they got nothing ...
Roughly the same list for people saying Knight has nothing too just slightly different details.
Y'all may complain about not doing "enough" damage but don't even start on your survivability. My RR 60 Chosen and Knight are probably more survivable (while being effective at what they do) in a fight than my RR83 SM with them having significantly worse gear.

Personally, I think IB has the most survivability on Order side. Seasoned Veteran and Seen It All Before alone are worth it, and they're core. Then there's the armor tactic (for new tanks), besides the mandatory toughness one. There's also Shield Mastery, if you're looking for a big block increase (personally, i prefer Seasoned Veteran),
Buff wise, they can give themselves 25% parry, toughness, armor, magic shield, GnM heal, or Oathstone block (not as useful as it could be, but 4 guaranteed blocks with return damage. very nice against melees when caught alone), and two unsnares (Juggernaut + Avenging the Debt talent ability).
Really, the only downside to Ironbreaker is how many keys with useful abilities in certain situations you have.
For example: base aoe with improved armor penetration on grudge that can be used even in snb, but why not get an aoe snare too while you're at it? (which you easily can, since Told Ya So! is your only good group utlity, so you're going that way no matter what).
And hey, just for extra kicks. Tactic that turns that armor penetration aoe of yours into a directional aoe punt. Why not?
You can experiment a lot. Quite rewarding, if you have a MMO mouse.

a S/B BG is harder to kill than either knight or Chosen but has far fewer votes. BG is the Destro version of the IB. maybe people are voting based on running into one in small fights, since the m1 and m2 are annoying to counter
