The majority of the player base is located in Euro countries, a very small percentage are located in North American, and Oceanic time zones. after 2400 Euro time, the population drops by a lot, from 700 ish to 800 during EU prime, to as low as 195 players after they log off.

Also most likely the server is located in a basement somewhere, in Western Europe, belonging to one of the players that took over the game after the live team shut the game down, so that we could continue to play the game.

BTW it only takes one take-down notice to end all this **** I'm sure. Why rock the boat? Enjoy the game for what it is until GW licensee's releases a new warhammer fantasy mmo and issues the take-down on this one.
