I think it's reasonable to lock people out of one side depending on what the populations are. There's currently a system that locks you out for one hour if you've done PvP on one side recently - I see the proposition as an extension of the existing system.
I'd propose a system of stepped caps, so that there can be a little disparity but not a lot.
It could alternatively be a system of disparity measurement where the higher side locks until the the lower side gets another player.

You can bet your bottom that nearly everybody has characters on both sides, so if you're locked out of one side, flipping over shouldn't be a big deal. There may be an issue with the quality of the low pop side being very poor, due to gear. I mean, who has time to deck out their alts?

Another problem with these lockouts comes when you want to do pre-arranged stuff with your buddies, but who does that these days eh? That's SO 2004.

I personally think that your ideas are just terrible.

Yes I hate xrealming too, but force people to do what they do not want is the fastest way for empty server.
(And remember, we have got only one.)

This game can be improved, without any new restrictions for the players.
