In the MMO genre healer archetype has always been overpowered, if good ones are in your team they make everyone look good including not so good dps players and clueless tanks, if you don't have them prepare for a hopeless situation. They are way too tanky and they never run out of resources.
Its why so much of this game is either big groups running over little or boring stale nothing happening fights

This may generally be why the entire MMO genre declined so heavily from the top of multiple AAA title releases every year into dust where you're lucky to get one decent game every 3 year. Mostly MMO is private servers with old WoW hanging on and some new ''always promising'' game on the horizon. This is sad but true.
This likely would have happened much sooner than it did if it wasn't for the phenomena that was World of Warcraft(between vanilla and Wrath of the lich king ).
If you look at the console market ( console is ''the '' market ) today generally ARPG games (of all sort) dominates the rpg niche and cravings, arpg games is all about fast killing and hack ' slash. Take clues from that.

I came back I find it be to be a poorly constructed game and I rather play something else. I drop in for a couple weeks here and there but it has the same issue its always had and I move on.

So...
Chapter 22 is back. Will it help player base? Maybe. It is hard as a new player to compete past level 35 as bolster drops off at Anni gear. With the age of the game and the vast amount of high RR players on both sides it makes being a new player very very hard. Onslaught gear will help that since its on par with Vanq gear. According to the patch notes.
Now with that being said.
The ring event that just ended seen a rise in active players for a couple weeks then it started to fade. Fantastic event imo. Need more events like that. Even if they are not based on temp OP items. To get idea's on future events in the event the Dev's are out of idea's solicit the community for idea's. Most are full of opinions of what's wrong. Give them a chance to come up with stuff that is right and fun. Rather than complain about what is wrong with game they play and do not pay for. People forget that this is an emulator that who knows if or how they make money to keep it going.
Now I was here when the pop was raised from 2k to 3.5k possible on the server at once. Those were crazy crazy fights.
So to answer your question. To boost pop is will take a lot of things. I do not know how to do or what it takes to do it. I just know that a level 80+ WL runs by me and wak, dead in 1 single swing of his axe. Now I get it, he earned everything he has. That does not make the new level 40/40 feel very good though. Since they no longer have bolster and are not RR high enough for Conq gear. So they get discouraged and quit. My WE's (4) of them can not compete outside of bolster. Even with 4 different builds. So I made the following.
I get around this by using bolster to my advantage. Currently running around on a level 22 Shaman trolling WH's with my name/build/color. It works about 50% of the time. But new to the game players do not know these tricks and I do not think there is a way to introduce people to the tricks before they get frustrated and quit forever.
For all you Witch Hunters out there. I am not running from you. I am dragging you to the nearest WE. Just like a WH can not resist a goblin. WE can not resist a WH chasing a goblin.

You do this by having good twitch drops and a meaning full event. does not have to be good gear. fashionhammer is strong. AND A PERMANENT MONT. enough said.

The tier 1 event was the best thing for the game in a long time and it's distressing that it doesn't seem to have had a lasting effect.

Reminder that we used to peak 3.6k players during prime time a few years ago for multiple weeks and many of those left due to balance issues and immemse grind needed to get geared. Every old player leaving is starting to hurt more and more as barely any new ones join. Every regular WB leader who leaves rips a chunk of the population out too and leads to a chain reaction of many not even bothering logging in if there's no WB to join.
