OP has been answered.

We sometimes lag a bit behind (usually not more then 2-3 days) on client patch. The notes for the client patch is bundled into the same patch notes that is for the server. aka sometimes you will see notes that are client changes 2-3 days before they hit. Its not ideal and we are working on addressing that.

We dont do stealth changes, nor is there big downloads on the client as most changes are essentially text files that are compressed together.
