This could in a way make the devs lives easier...
rather than having to balance all tactics with each other. you have three subsets of tactics to balance.
Each can be balanced with each other.
The only problem with the Greenskin tactics is that they are leaps and bounds better than even most tactics. So I am not sure having racial tactics on their own will be a good thing. Especially since we might be getting into the territory of power creep; everyone has 4 (or 3+1) tactics to everyone having 6-8 tactics (4+1or2+1or2). A racial tactic slot might need some balancing for sure.

If a character who just dinged cr40 has access to the same tactic slots as someone with full sov then the power creep only affects PvE.

That is true. considering that tactics also scale, I don't think it's as much of a problem. I try to err on the side of caution when proposing things such as this. It's one of the reasons I have been sitting on this idea as long as I have.
Obviously we will have to wait till tier 4, and there would have to be playtesting concerning this kind of thing.

Being a relatively new player. Let me see if I understand this correctly. There would be a NEW tactic slot specifically for "stats".
So being on a tank, I may have the choice between: Toughness, Weapon Skill, or Strength.
On my Bright Wizard, I may have "intelligence, initiative, wounds" stuff like this?
So I would pick which stat I want, and wouldnt have to use one on "rugged" so to speak, which would let me slot more fun things instead?
I do enjoy the idea... It does make me worry about power creep a little... Would open some options up though....

Some classes might well spike in power with what is essentially a 5th tactic slot mara, knight, witch elf, healing warrior priest, bw, chosen all spring to mind while several other classes are left further behind.
I oppose this.

This screams power creep to me. From a PvP perspective, it would really have no point other than raising already high damage numbers and vs tanks it would just equal out. From a PvE perspective, this just makes things easier.

This helps fix classes that desperately need WS in tier 4 instead of the hamfisted attempt mythic did.
This creates choice, you need to decide which tactic is best for you, it will help define your role. These tactics are often an auto include. this way they are still an auto include but you still have to pick which way you are building your character.
People might see this and kneejerk, "you are giving toughness tactics to other classes than tanks it will make tanks useless", or "giving bruteforce to tanks it will make them too strong."
Remember that a lot of the stat increases aside from tactics comes from gear and RR. In order for a class to stack such stats to a cap they need to really push those stats, leaving other stats exposed. A MDPS might be able to have 500 str...it wont do much damage, while tanks that focus of offensive strengths will still be incredibly squishy.
As for tanks that would eschew rugged anyway to go LOLDeeps...we could use this as a replacement for Focused Offensive (a terrible tactic). With access to two tactic slots for this cause (or scales as you level) you can do things like hybrid healing, either way we can have these tactic slots be the backbone of your character, where the "actual" tactics are how you specialize.
You can also have some fun with for balance purposes. if you combine certain tactics this might give you "archetype" Set benefits, adding further benefits for staying within your archetype.
The only worrying one is healers being too tough...but honestly this increase would actually make stacking toughness feasible for healers, and in order to stack toughness your heals start to suffer. This creates another level of depth and complexity to building your character.

It has the potential however to create a ridiculous powergap. Similar to talismans currently. I see players all the time with empty slots. +8 talis cost peanuts on the AH. +40-50 to a stat at any lvl is very nice. Similarly, Those who utilize this idea creatively, with a reasonable group... What's the difference between 2 exact same lvl/rr/gear WP one in willpower tali's and RR into willpower then heal crit, and a WP w/ armor/ini and crit reduction/deft defender in terms of survivability? Add to that the power to boost the stat that they particularly need, and I think it might be too much.
However, ignoring those getting crushed, this could lead to some spectacularly original character creations in WAR. Creations that actually work as well.
