Drop rates not always are abysmal.
Yesterday i got lucky 1 harbinger and 1 ravener drop from 3 PQs in CW (around 300 kills with some other mobs). Usually it was maybie 1 such drop for me in this place before.

They are being reworked. What exactly dont you understand? Its like talking to a wall :S
