We generally do reboots on late Friday NA/Morning EU for patching, every week. Outside of that there needs to be a significant reason (something horribly broken) to do a reboot. In the meantime you can create another character to roam around with.

Issue will be resolved once the server restarts, which is usually Friday night / saturday morning depending on your timezone.
