If you play Order atm, it will PvE set, otherwise it is RvR set.

Invader you will get with an Invasion.
So kill other players to get it.
Wasn't it told some time ago that you get the items from Fortress Gold Bags and Currency from killing rr60+ players? Somehow I remember it like that.
