On my SSD, it didn't work.
I just copy/past my war folder on an other drive, and it's working now.
It's like I had issue with Read-Only, even if it was untick.

When you launch RoRUpdater, do you have an error ?

Double check your AV's have RoR whitelisted, including Windows Defender - see here:

hmmmm.... ran repair again and now it seems fixed
sorry but cant replicate what fixed it for me, so maybe just run repair a few times.
