notice that even though i have brut equiped the stats that its giving me monstro and stats for monstro furthermore i cant equip my second bloody crusher
Yes, that's because the last mutation you used under the old code was the Gift of Monstrosity. The new code doesn't generate offhand mutation weapons, or indeed interact with them at all, so nothing is able to remove the mutation weapon that's currently on.

yes thats why i deleted my old mara.....with much regret.
But on the new mara i made last night i tested it and after doing the qusts and stuff and getting a new wepon i tried using gift of release to remove my gift of savagry and equip that ch 1 quest weapon but i cannot, in the off hand slot i still have the gift of sav claw thing even though i have no mutation

I had the same bug till I swapped off hand RvR level 8 weapon with it. Then I bought mutations with the stats I wanted, didn't want to re-roll.

so if i understand this correctly you bought an rvr vendor weapon and then was able to swap for mutation hand for it but had to keep your self restricted to one mutation? that....REALLY gimps the effectiveness of the class
