Debolster ruins t1 for t4 chars and now you have to get back to pve, when t4 is unbalanced? You talk about pve or pvp?
I think this thread was about t4 chars still being debolstered in t1 pve, which is annoying but most likely a lower priority issue and an oversight after last t1 event.

as debolster u can run t1 lairs for cool helmets. so pretend deboslter favor u.
ps. in t1 zones was 40+ lord boses who also droped shinies for better looking (t1 empire , treant lord for example)

now you can group with t1 players.
when u need ToK unlocks and chapter influences
gather t1 players and get xp.
you can still take break from t4 by killing 20 lvl in T2 pve.

so why need debolster in PVE area?
leave debolster for RVR zones in t1 for all 16+ lvl players and enjoy your groupping with t1 ppl

t1 chicken battle is a thing i guess.
otherwise i want t1 orvr debolster too.
and pve level up with t1 friends maybe.
