Return of Reckoning

Despite removing visual buffs below the frame, I'm still having the recurring issue where the target frame shifts vertically, often in the middle of combat which can be jarring and of course, I need to manually move it back to a proper position. It does this Locked or Unlocked, Snapping on/off. No idea why.
