After level 16 you can't participate in tier 1 (lvls 1-15). You become a chicken so you can't grief and farm the underpowered low level players.

You can now join the fight with everyone else though.
Level brackets are merged 16-40, you just need to know where the action is.
The game buffs you a lot so you are not as powerless as it sounds versus 40s. Just make sure you buy gear upgrades frequently and add some cheap talismans.

So... you need to know where the action is.
For this use the add on State Of Realm:
Right click the red castle icon and make sure tier 4 is enabled, see the zone that has many people (it shows an estimate f.e 24-99 order 24-99 destro), and go there via flight Master.
