The armory link shows what they're currently wearing, so im gonna assume that they've simply switched from healing to dps gear since they first posted their build last year.
The latest healer patch did add the possibility of improving your healing whilst wearing DPS gear, but it's still a long way behind just building a willpower / full heal setup.

What’s the choice for talis? It’s not clear. Toughness seems like a good option, but the stats suggest prioritizing armor talis.

I think that there is no such thing as BiS gear anymore. Different combinations can lead to the same goal.
8 Sove is definitely a good choice. Anti-crit is most useful when you unexpectedly enter combat without pre-hot preparation, using Shrug It Off, etc.
I often change sets depending on the situation.
The most defensive mix is 5 Sove, 3 Triu, 2 Vale. Max armor. You have to use Resto Burst (no AP proc).
Another one that hasn't been tested yet is
4 sove, 4 DP, def DP weapon. 2*toughness, less heal crit. You have to use Resto Burst.
My favorite set.
6 triu, 3 sove.
Max healing output and speed cast.
Combined with Fortress weapon (2*speed cast), it has an amazing effect (u will be suprised how often proc start when u using aoe heal).
The downside is lower defense because you don't have 6 less arm pene on you. You have to use Resto Burst because you cast abilities very quickly and you will run out of ap.
Another downside is that you heal more stationary because you want to take advantage of the speed cast proc.
Not many am/shams play this way. It's a niche setup. In my opinion, it's best if you're prepared for an enemy attack. If your party is attacked unexpectedly, it works less well than 10 sec anti crit.
