Why would someone be solo? Mostly people go solo when running boxes from battle objectives. You will get the majority of your 1v1 fights doing BOs. You need to pick low population maps or you'll just be run over by WBs. I've had lots of 1v1 fights.
The trouble is, 80% of the time you will get ganked by 2+ players. Maybe 20% of the time you get a good 1v1 fight? Also you will get ganked by high RR witch elves (or WH). Or ambushed. Rarely will anything be "fair".

What kind of RVR are we talking about? If you're talking about lake RVR, where each side of ranged DPS and healer just farm the melee DPS and tanks, melee sucks, and that includes tanks. The only kills you will get are from your WB and you get farmed.
In back and forth lake rvr, I'd rather be a ranged DPS or healer, and farm the melee.
And in more serious rvr, everyone has a role.

It's hard to be any melee, including tanks, when 5+ guys are focusing you. If the WB actually wants to kill the other WB and not just farm melee, white lion can be good. Marauders seem low risk when they pull you into their WB. Witch hunters can always pick off stragglers.

Seems like anything not a tank everyone says just is turrible outside of these small engagement situations, but 90% of game (granted Im very low level ) seems to be large group combat.
Are you asking what class is a good solo class or what class is good at large scale rvr?
Every class has a role in large scale rvr, sieges etc. As a tank you certainly have a role, but you get killed and beaten up a lot more than anyone else.
I would just go with a class concept that you like , don't worry about it being effective, and you can make it work.
