this? It actually always worked like this it just worked without your frames being on fastest setting. I have set it to always show. Problem is i can not grow the animation to the actual size as the animation is about 10 ft smaller than the actual green you see on the ground

Yes, that's the one. Well, initially you said that "no animation exists for oil" which is why I linked the video to you showing that very same animation that you've now taken a screenshot of. Since this oil animation exists and is working, I guess what would help is to always display it regardless of effect settings (like was done for shaman puddles and area effects in dungeons). Even if you can't get the visual radius to be the same as the damage radius, it would still be an improvement to always see the oil coming down and hitting the ground, regardless of one's settings to solve problems like these:
