Maybe because it seems to suck thru T2. If WE was heavy armor and max Tough, those numbers from EoB/KoD would sound better, but pretty sure you'll drop before they matter. BLB had me salivating until I realized I c/n get it unless I bought nothing else.
If it gets better later, let me know, but in mid 20s, Treach seems WAAAAY better for shutting casters dn, and cloth-ripping is what daggers, as an archetype, are made for.

So ive been trying to learn witch elf recently, i dont play stealthers and thats what put me off from playing WE as i though i would be spending the whole game trying to solo pick off and kill clothies but reading InTheXOne's Witching Witch Elves: The Misconception series and of how WE's progress from that pre conceived role in T1 to a "support-enabler" that helps her team take down opponents quickly
and that seems intresting to me so im trying to learn the class
can anyone help me out by understanding what the typical rotations are?

Hammer agonizing wounds like your life depends on it. That is after you get the "Get crit from bloodlust" and increased pain tactics though. Learn to detaunt well and remember to hit some ability as you use opener from stealth (no gcd there).
What comes to this build it makes me scream internally as there is no healdebuff, but hey, it might work who knows.

I was watching betins video in the 6vX with him on his WE and he mentioned about how critical it is to have a inc HDbuff and how witchbrew can out dmg what benefits you get from increased pain atm, with all the healers on order do you feel you should atleast drop some stuff to get black lotus blade?
especially if solo roam?

Witch Elves can play lots of different roles, depending on your play style. You can main assist and call targets if you know enough, you can be a great assister in both melee trains as well as bomb groups to finish off those pesky players that won't go down as easily, you can assassinate back lines in SC's if you expect to have everyone turn and destroy you, you can play back and guard your healers in the event that someone on the opposing side likes to try and flank or if there's a Witch Hunter that keeps harassing your back line. Or you can solo and gank, but it seems that's what you want to stick away from. It depends heavily on who you want your targets to be (mainly if you want to go after the healers or their squishies, more). That'll tell you what spec and how you want to play it.
Witch Elves are easy to play decently (just spam AW, if you're unsure), but there's a lot more to them, if you want to be really good at it.
Witch Brew spec is great for sustained fights and singling out healers. Or groups that you know have really good healers.
I ran the OP's spec mostly, but that was because I was a ganker, and that 3k Sac Stab crit (3k damage to opponent AND 3k healing to me is a 6k difference) was nothing short of amazing. Also helped a lot when I'd dive in the back lines in SC's and have to get back out. But then, at R40, we have one of our few "GTFO" tools, in our self-punt, which I could use to make it back toward my healers.

I never got around to playing WB as a WE as I quit before trying but it does a lot of nice burst damage. Seeing targets go from 100% to 20% in 1 second is really nice no matter what dps you play but especially true for a squishy mdps.
It works well if you got a Chosen in your group as well to reduce the enemy's resistance. Overall the build is nice in both premades and Orvr. If your group builds around the WE burst, you can live without having the knockdown.

Witchbrew is not migitated by any defenses so it is pretty nice and black lotus blade is important in group play. And what comes to solo running the outgoing healdebuff kiss might do the trick well enough, if you plan to catch solo healers on and about. Although it is somewhat unreliable in a sense, BLB you can keep up whenever you need it.

If you solo roam, then his build is not good for you. Why? Because it doesn't have cc.
In a solo roam situation, you are not going to be taking on 1vX. At most, 1v2 and more than likely just 1v1 gank in solo roam. In those scenarios, BLB benefits only attacking a healer...so a subset of your ganking possibilities. In that situation, you already have a kiss that would proxy well enough for the solo gank. WB is a great duel spec at end game... but as of now, the cc is more important.
So - yes end game build would have the cc knockdown, wb, and BLB. Because you only have 18 points, you need to decide what is important to you since you can't currently get all 3. Are you solo roaming or playing in an organized group that has heal support and tank/guard support keeping you up, cc'ing for you, and requiring you to do more sustain as you cut through groupVs.X
If you aren't group v. X - then IP and cc
If you are group then WB and BLB are viable as your team provides the tools you lack.
