Sad but true: Sham (also as AM, but a bit better) are useless in the party if we can(!) choose it's setup.

A kotbs chasing a shaman isn't guarding.
Both "builds" in the starting post are bad, because I read something like intel on a heal shaman. Furthermore I read max willpower.
Shaman is the toughest healer because avoiding damage is better than tanking it, e.g. dok/wp.

As said guardrange, and it not the shamans fault you are unable to kite and position properly.

Since no one gave you a straight answer i will tell you right off - both of those suggested specs are completely useless.
You either go full into the healing tree and stack willpower (well you mostly stack toughness/wounds, but you need some will) with a 1h + book, OR you go full dps tree and stack full str with a 2h. Dps healers arent great, but you want to be at least moderately useful dont use both kinds of stats.

you need to kite cos you get healed?
when the kotbs is good enough you stop using 2/3 of your healing on YOUR ALLIES cos you do more harm than good on them. Simple as that

The knight doesnt have to chase the shaman around to make him useless. Any target the shaman tries to keep up the knight can immediately strip of all hots/shield. At 65 ft range.
On live for a long time it used to be a guarentee crit everytime it removed 3 at once. I used to start foaming at the mouth when I joined an sc and saw multiple shaman

Shaman should use other heals (not HoTs) if there is a KotBS with DC around. Simple as that.
The problem comes when you try to keep someone alive (being hit by a KotBS with DC) AND you are kiting.

So overall a healing focused shaman works better than a grace/salv priest?
