I've played a lot SCs on both fronts the last few days, from Tier 1 through 3, and I've seen no evidence that one faction is overly dominating over the other. This is nonsense.

i play sometimes on euro prime time since i dont work on afternoons and sometimes on na prime time since im na
what i see is large fluctuations from one side to another but mostly happenning at the same moments of the day
on euro time, order seems to do well, early in the day theres usually fight but eventually one side give up or logs to crossrealm and ride the rvdoor win-train
around diner time, when euros start going to bed and na start coming in, you'll have a bit of a fight then as the evening goes on thing eventually swaps to heavy destro zerg in rvr with very few defenders, and as far as sc goes Na time is all about destro premades, heal and tank heavy melee train, armor stacking doks and sometimes zealots. very few rdps, but usually good and geared players with a good melee group to give em cover so they end up getting all the space they need and no pressure which means they usually perform very well
no matter if i pug or join a premade, i mostly see the same names and faces stomping t3 every nite

There isn't really a population difference in anything in this game. You can check the population bar any time of day and it's within 1-4% of 50/50 all the time.
Now that being said, it might not always be equal numbers depending on what tier you're in. Can't control who's playing what of their alts/mains etc etc.

Meh, that's just all the xrealmers flipping over to ride whatever side happens to have a WB capping BO's and keeps.
NA is so dead I don't think you can really have a population discussion about it heh.

the problem is people not choosing to join till the full 2 mins up
so it STARTS imbalanced but it ENDS balanced
I have queued and gotten into SC's that are 7 or 8 minutes into the match. I think "people are waiting 2 minutes to join the match" is just an adorable theory. I'm sorry if I implied that people are not gearing up honestly. The next time I am in a SC getting unmercifully pummelled 2 to 1, I'll know that it has nothing to do with server population, it's simply the fault of all those lazy order players.

you do know that scs are 12vs12 to 24vs24 and get balanced automatically??

They do, but only if people actually hit accept on the queue pop and go in right away.
Otherwise they can have up to 2 minutes before joining in and by then the SC could be pretty much over if you were outnumbered by 3-4 people.
Honestly the whole "Give me a minute" thing needs to go. Either be ready to join or don't.
Ideally I would love it if it was changed to the match not starting at all until an even number of people hit Yes Go Now buttons on both sides.

This is a BIG part of the problem, I really do like the "give me a minute" option because sometimes you just dont have enough time to get out of combat, or get out of RvR combat or maybe you are trying to turn in a WAR quest etc etc.
I think the best option would be to allow someone to say "give me a minute" but it doesnt extend the timer. So you cant wait until the clock hits :01 then press that to get an extra minute.
It should be 3 options:
1) Join Now
2) Yes, but give me a minute
3) Leave.
If you press 1 - you join.
If you press 3 - you leave.
If you press 2- it now gives you the same smaller window that shows two options:
"Join Now"
"Leave"
However the only difference is that it DOESNT extend the timer (you still get the same 1:00 from when it popped) and ALSO it "auto-accepts" once the timer has counted down - rather than "auto-decline" if that makes sense.
THEN do not start the SC until 1:00 as passed (rather than :30) so what this does is ensure anyone who is going to join at the very latest would join just as the SC starts.
